Tom Perkins

Director of Portfolio Development, Mission Solutions

Tom Perkins brings over 20 years of experience leading and driving the development and implementation of professional services and information systems solutions in support of Federal and commercial clients. Previous clients and partners have successfully selected him to open up and grow new business lines in mission and technology areas, to achieve performance improvements, and provide nationwide, innovative programs that deliver critical government services to citizens, businesses, and communities. He has previously led teams to significantly grow revenue and profitability in leadership roles at large, mid-tier, and small businesses, including SERCO, CGI, DMI, CACI, ICF, PEC Solutions, and DynCorp. Tom’s passion is cultivating ‘good government’ and collaborating across a strong government and industry stakeholders network to enable this goal.  

He is a former U.S. State Department Foreign Service Officer (representing U.S. interests based out of American Embassies in Madrid, Santo Domingo, Caracas, and cross-regional sector assignments in Latin America, Europe and Maghreb regions), and served at the Executive Office of the President as Senior Policy Adviser and Trade Negotiator.  His undergraduate degrees in Economics and Political Science are from the University of California at Berkeley, and Masters Degrees in Public Administration and International Affairs are from the University of Pennsylvania. 

To keep the ‘battle rhythm’ going, in his spare time, he runs obstacle course races (OCR) such as Spartan, Savage, and other OCR races.
