Rebecca Andino


Rebecca has supported Federal agencies for 18 years, as a database developer, project manager, and currently as the founder and CEO of Highlight Technologies. She is passionate about developing and mentoring others, and delivering quality solutions to government customers. Rebecca has experience managing complex, high profile projects with diverse stakeholders and multiple dependencies, and has earned a reputation for making sure systems are delivered on-time and on-budget.

Rebecca is a certified Project Management Professional (PMP) and is Information Technology Infrastructure Library (ITIL) Foundations certified. She has a B.S. in Linguistics from the University of Illinois, an M.S. in Computational Linguistics from Georgetown University, and an MBA from the George Washington University. She is a former co-chair of the AFCEA Small Business Committee and is a member of Women in Technology. She volunteers as a mentor in the AFCEA and WIT Mentor-Protégé programs.

In her spare time, she enjoys traveling and spending time with her husband and two kids.

Adam McNair

Chief Operating Officer

Adam has devoted his career to furthering the missions of the federal government and helping co-workers advance and thrive. Over the past 20 years, Adam has worked as a federal employee or industry partner at nearly every cabinet level agency. Drawing on that experience, he serves as Highlight’s Chief Operating Officer to oversee all aspects of service delivery, account management, and employee engagement. His daily focus is to ensure that we provide opportunities for our employees to thrive and for our customers to accomplish their missions for the nation.

Adam came to know Highlight almost 8 years ago, while leading a services organization for CACI. At CACI, he was instrumental in the launch of several career development programs while also successfully delivering highly complex programs for the Federal Government. Adam has also enjoyed successful tenures as the Federal Civilian Group President and Chief Administrative Officer at DMI.

Always active in efforts to foster collaboration between government and industry, Adam has been involved in leadership capacities to further the mission of government with ACT/IAC and WashingtonExec.

A native of the DC Metro area, Adam resides in Fairfax, Va and spends his spare time with his wife and two children.

Tracy Nguyen

Chief Financial Officer

Tracy has more than 17 years of combined experience in government contracting, non-profit organizations, and local governments. Her area of expertise includes accounts receivable, accounts payable, payroll, general ledger, budgeting, forecasting, tax & registrations, and financial reporting. Tracy also has strong knowledge in GAAP and FAR.

As the Chief Financial Officer for Highlight Technologies, Tracy is responsible for all aspects of accounting and financial operations. Prior to joining Highlight, Tracy held a 14-year career with ViON Corporation where she started as a Senior Accountant and rose to management level positions including Finance Director. Tracy has handled multiple accounting system implementations and recently implemented a new ERP system for Highlight.

She holds a Bachelor of Business Administration Degree in Finance and a Master of Business Administration Degree in Accounting. Tracy continues to learn and advance in her profession.

Tracy also enjoys spending time with her family, traveling, and taking yoga and Pilates classes.

Elaine Schlegel

Vice President of Contracts

Elaine has over 15 years of experience providing cradle-to-grave contract administration and management. As Highlight Technologies’ Vice President of Contracts, she is responsible for contract management and administration for all of Highlight’s prime and subcontract agreements, in addition to providing pricing and proposal support. She received the Above and Beyond President’s award in December 2009 and earned the President’s Award in both October 2005 and December 2015.

Elaine began her contracting career as an Acquisitions Analyst in support of the U.S. Navy Standard Missile Office (PMS 422) and has worked for various government contractors since, providing vital aid to the Department of Defense. Her previous employers include: AT&T Government Solutions, Sotera Defense, and InTec. She earned her BS in Business Administration and Organizational Management from Radford University and a Graduate Certificate in Government Contracts and Acquisitions from the University of Virginia.

In her free time she enjoys spending time with her husband and two children, traveling, gardening, and watching her son play baseball.

Fiona Sityar

Human Resources Manager

Fiona is Highlight’s Human Resources Manager. She is a member of the Society for Human Resource Management (SHRM) and is SHRM-CP certified. Currently she manages employee relations, benefits administration, compliance reporting, on/off-boarding, and records maintenance.

Fiona gained her experience supporting the HR departments of ScienceLogic and Comprehensive Health Services. She is a Cum Laude graduate of Christopher Newport University, where she majored in Psychology and minored in Business Management. Fiona participated in numerous activities and societies including Alpha Kappa Psi, a professional business fraternity, and Psi Chi, the international honor society in psychology.

In her free time, she is an avid traveler and a big Nationals Baseball fan. As a Northern Virginia local, she enjoys taking advantage of all that the DC-Metro area has to offer with her family, friends, and two dogs.

Ashley Nichols

Vice President for Corporate Strategy and Development

Ashley has over 20 years of experience in new business development and operations. Most recently, Ashley was a Director of Federal Civilian Enterprise IT, managing an Infrastructure and DevOps portfolio across several civilian agencies including the Department of State, USAID, PBGC, and the EPA.  As Highlight’s VP for Corporate Strategy and Development, Ashley will provide leadership and guidance to the capture, business development, and proposal aspects of the business. Ashley has a BA in English from James Madison University. She is also an active ACT-IAC Fellow, mentoring and working with leadership programs through ACT/IAC.

Prior to taking on an operations role, Ashley was a Director of Proposal Services at a small company and a Senior Strategic proposal manager at a large integrator, providing end-to end proposal and capture management service from planning to production. She moved into operations in 2010 becoming a Director at CACI. Her capabilities range from managing a diverse IT program portfolio across multiple federal civilian clients, to strategic planning, new business development, opportunity pipeline management, staffing training, and full life cycle contract management.

She spends her free time traveling and lives in Arlington with her husband and dog.

Kevin Long

Vice President of Delivery

Kevin brings over 15 years of IT experience in both the commercial and Federal sectors at companies both large and small.  Prior to joining Highlight Kevin was a Vice President of Operations where he was responsible for executing contracts with Federal Civilian agencies including the Department of State, Department of Labor/Bureau of Labor Statistics, Department of the Interior, and the Department of Homeland Security/US Coast Guard. Kevin has also served in roles responsible where he was responsible for Business Development, Opportunity Capture and Solution and Proposal Development, but his most extensive experience is in developing customer relationships and delivering Software Development projects. Kevin has BA in Theater from Mary Washington College and a MS in e-Commerce from George Mason University as well as numerous industry certifications including ITIL and PMP.

Kevin acts as Vice President of Delivery for software development and modernization, where he works with customers and delivery teams to develop solutions that solve our customers’ problems.

Kevin enjoys mentoring and helping solve customers’ problems by making sure the right people are in the right place with the right tools. He hopes to bring his software development management experience to bear and solve more of the Federal Government’s problems. When not working, Kevin enjoys going to the theatre, sailing, and playing board games with his wife.

Tamar Mintz

Vice President of Delivery/Portfolio Management

Tamar Mintz has over 9 years of experience in the government contracting realm with expertise ranging from business development, project management, and account development. As a Vice President for Delivery at Highlight, she focuses on delivery quality, customer satisfaction, portfolio strategy, and growth. Tamar is active in numerous organizations including AFCEA Bethesda, ACT/IAC, PMI of DC Chapter, and AMARC. She has been recognized across industry for her business acumen and contributions to the collaboration of industry and government. In 2015, she received the Emerging Leadership award and Distinguished Young AFCEAN award in 2013 from AFCEA International.

In her free time, she likes to explore new restaurants in the D.C. area, go to bookstores, workout and travel.
