October 5, 2021 – Fairfax, VA – Highlight was announced as a 2021 NVFS CARE Award recipient. National Preparedness Month: Prepare to Protect

Life is full of the unexpected. Some of the unexpected can be wonderous, uplifting surprises, while other times, they are strenuous and devastating. September is widely recognized as National Preparedness Month or NPM. This year’s theme is “Prepare to Protect. Preparing for disaster is protecting everyone you love.” With pandemics, hurricanes, wildfires, and more, we are in constant need of being equipped to face the world’s unknowns. While we don’t always have control of our situations, there are many ways to prepare ourselves and lessen the unexpected threat to our lives.

This month is a reminder to be prepared for anything. As September comes to a close, this years Four themes for National Preparedness Month are vital to ensuring you, your families, and your coworkers are ready for unexpected events.

  1. Make a Plan. Putting together a plan is more than just having ideas of what to do after a disaster already strikes. It’s best to think through your potential steps before, during, and after the event. Consider a meet-up location, one at home and one nearby. Think of how you will communicate with one another when you are on the move. Decide on Plan Bs and Plan Cs in case your original plans do not work out.
  2. Build your go-bag. You don’t want to bring supplies that unnecessarily take up space or are one-time use. Find items that can last you for several days if you might be stuck in one location. Don’t forget to update your bag and check for expired or out-of-date items. Also, consider what kind of special items each member of your household might need, such as medications or allergy-friendly foods. Some disasters might demand that you evacuate from your home quickly, so make sure your go-bag is easy to find and grab.
  3. Prepare for disaster at a low cost. You don’t have to spend loads of money on high-end survival gear. Many ways to prepare yourself for disaster are free! You can sign up for alerts on your phone or download free apps that keep you updated on weather tracking. Check around your house for precarious furniture or potential hazards in the event of a natural disaster. Also, don’t forget to safely keep any essential documents such as wills and birth certificates. These are some easy ways to put you one step further ahead of disasters.
  4. Teach your youth about preparedness. Whether you are a teacher in a physical classroom or a teacher at home, it is important to educate children on how they can prepare. Should the time ever arrive, they will need to know how to protect themselves under pressure. It doesn’t have to be scary or overwhelming. Teach your children things such as knowing where to meet if you get separated, protecting themselves in earthquakes, hurricanes, or pandemics, or memorizing significant phone numbers to call when they are in trouble.

September is not the only time to focus on preparedness. These last couple of years have been a testament to how disaster can strike at any time. Follow these simple actions and be mindful throughout the year to keep you and your family safe from life’s unexpected.

Highlight Awarded Estimated $26m Prime Contract Supporting National Institute Of Health (NIH) Center For Scientific Research (CSR)

September 24th, Fairfax, VA – Highlight has been awarded a prime contract to support the National Institute of Health (NIH) Center for Scientific Research (CSR). The contract consists of a six-month base period with nine successive option periods resulting in an estimated $26 million for complete contract execution.

Chatbots Gain Favor by Government Agencies

Chatbots are gaining favor by government agencies to improve service delivery.

“Before COVID-19, a few leading governments were dabbling in chatbot technology, using AI to address common resident queries,” according to Government Technology, which only polled state, city, and county governments. “In 2021, it’s hard to imagine government doing the people’s business without them.”

Federal institutions are also developing chatbots to provide 24/7 response to frequently asked questions. This trend is driven by changing customer expectations, according to the U.S. General Services Administration (GSA).

GSA’s Centers of Excellence (CoE) white paper, notes: “Smartphone AI like Siri has conditioned consumers to achieve more in short conversations with their most personal devices. Consumers have been taught to ask simple questions in conversational tones, and have the answer returned to them quickly.”

Get started by adopting a chatbot platform. Equally important is establishing an expert content and logic team to create conversational dialogue and to build “intents,” the building blocks of successful chatbots. Intent is the industry term used for knowing what users mean by their questions and how to provide the correct response path or link to the information they need.

Once the team and platform are in place, it’s a matter of testing and retesting the chatbot’s performance. No chatbot starts out as a perfect customer service agent. During this beta phase, it’s imperative to be transparent with users that the chatbot is in learning mode. In fact, Highlight finds that federal website users are generally understanding of a chatbot’s initial limitations, and many users are willing to take part in surveys and feedback sessions to help improve the chatbot. Use this opportunity to your advantage.

During the testing stage, host your beta chatbot on the help page and clearly state that the chatbot is under development and that feedback is appreciated. By placing the chatbot test below or above the fold, and trying out different attention grabbers and calls to action, you can control the number of users who are the first to experiment with the chatbot and provide feedback.

As development of the chatbot continues, be prepared to also share insight on website content and page logic improvements. Take advantage of this opportunity by working closely with the website and content teams. The more that the chatbot and website content work together, the more successful the chatbot will be.

Content remains king, says Ruxi Giura, a digital insurance specialist for the National Flood Insurance Program at FEMA, writing for Digital.gov.

“Chatbots can help users find information faster, but they are not a replacement for answers to frequently asked questions on your organization website. Chatbots require good content that can be easily parsed, and that content must be created and maintained by humans.”

Once the chatbot has achieved a significant level of proficiency – getting users to the right information over 80 percent of the time, for example – the chatbot can then populate and follow visitors throughout the website. Federal agency websites often cover many disparate topics, so you may need to concentrate on chatbot logic for one subject or service area at a time. Different intent logic or even different chatbots may be required for different topics.

Chatbot development is a highly iterative process. Don’t, as the adage goes, allow perfection to become the enemy of the good when it comes to chatbot development.

Chatbots “are often structured for triage, the weeding out of people whose questions can be answered easily so that call-takers can focus on people whose questions will take more effort,” writes Ben Miller in Government Technology.

You will have to accept that there will be times when the chatbot doesn’t have the right answer. That’s when you apologize for the chatbot’s limitations and direct the user to the customer service team.

By establishing a solid foundation of intent logic, and constantly experimenting, you will continue to gain data that can be used to grow your understanding of user questions and needs. Once your baseline chatbot structure is in place, you then can work on continued improvements with the use of artificial intelligence and natural language processing.

Federal agencies will continue to advance chatbots to provide on-demand online support backed by a team of human agents who will handle more complex questions. Those who have already started will be the first to gain the advantages of more sophisticated chatbot tools.

UI and UX: Two Designs, One Goal

More and more across the federal space, we are seeing the investment in UI/UX expertise and the implementation in software and website development projects. UI/UX encompasses critical visual and functional design elements within development that caters to its users.

We often hear the terms UI and UX design used synonymously. Most times, they are referred to in a single term altogether: UI/UX design. However, even though UI and UX coincide, they have different definitions and functions.

UI stands for User Interface.

UX stands for User Experience.

UI and UX work together to meet user-experience goals and deliver enhanced products. Interaction is the star term for both UI and UX goals. A team’s understanding of the key responsibilities to UI and UX is conducive to delivering top quality products.

 

What differentiates UI from UX?

  1. UI Design

UI designers are focused on the graphical layout of a website or app— in other words, the interface. You can remember interface because it is the figurative “face” of the application. So, UI is responsible for the mood and aesthetic of the digital experience, including color, shapes, lines, and fonts used.

Questions UI designers should be answering:

  • Is the app visually stimulating?
  • Does the theme make sense, considering the purpose of the app?
  • If it is part of a larger enterprise, do the visuals seem on-brand?

UI designers are assured graphic designers. Their priorities lie with the look of the elements that are being interacted with. Their role is to ensure the design aligns with brand guidelines, elevates the user experience, meets any 508 compliance visual elements, and is designed to reflect the functionality. When UI design is successful, organizations can count on higher user engagement, organic referrals, and an enhanced experience for every user.

  1. UX Design

UX design is all about understanding your users to develop the experience. UX designers are focused on how users interact and achieve their goals within the application or website. It can be easy to overlook the convolution that apps have, or sometimes it’s the over-simplification that can complicate usage. UX designers are also concerned with interface, but their main role is to create the optimal operation and experience for users.

Questions UX designers should be answering:

  • What is the functionality of the interface elements?
  • Is navigation logical and smooth?
  • Are users accomplishing what they need to accomplish?

UX is central to constructing digital experiences with strong navigation, meeting user needs in terms of 508 compliance, language preferences, accessibility, and more. The goal for UX team members is to ensure the efficiency and satisfaction of users when completing tasks.

The overall experience will be measured by how smooth (UX) interaction pairs with the user interface components that were created (UI) to develop the optimal product for users to complete their goals within an application or website.

 

Harmonic Efforts

Because of this, the design teams tend to work closely together; UI is concerned with how elements are appearing on the user’s device, while UX is thinking about formulaic flow.

Successful development comes from a lot of research, testing, and analysis as feedback is necessary for both UI and UX in the development process. Since UI and UX designers are looking for different kinds of feedback, real users can provide details on what works well and what needs to be modified. Constant collaboration will determine when the app or website is ready.

 

Together, UI and UX designers can create web and app designs that are captivating and practical, which are two great values that users look for when it comes to program interaction. Though separate in their functions, UI and UX design is necessary for optimal digital experiences.

Hi, I’m Rebecca Andino, CEO of Highlight.

Why did Highlight decide to become an ESOP?

Over the past few years we explored different acquisition paths for the company, such as selling to a larger company or getting acquired by a venture capital firm. We ultimately decided that an Employee Ownership Stock Plan, or an ESOP, which gives ownership of the company to the employees was the best choice for Highlight.

Having an ESOP allows us to keep our current leadership team intact, maintain our unique corporate culture and values, and gives our employees an ownership stake in the company.

Another reason we decided to become an ESOP was based on my personal experience. My dad worked for an ESOP-owned company and I saw how it benefited my family. Also, my first job out of Graduate School was with an ESOP owned company. I worked there for seven years and when I left, I got a nice-sized ESOP payout, which eventually became the savings that I used to start Highlight 13 years ago.

 

What are the benefits for the business?

Having an ESOP provides some tactical benefits, such as being a tax-free entity that allows us to reinvest 100% of the profits back into the business. However, the fundamental benefit for the business is the alignment of interests and the shared ownership across the company.

We are now truly all in this together. If the company does well, the stock price goes up and we all share in the increased value. It’s a process that we’re just starting now, but having an ESOP prompts us to include the entire workforce in a new level of conversation, sharing information such as how the company is doing, what we have achieved, what challenges we’re facing, and where we’re headed.

Other companies also share this information with employees, but I think that now that our employees are also owners, this conversation takes on a new level of significance.

Now I’m not only no longer just briefing our workforce; I’m briefing our shareholders on the status of the company. I believe that having this ownership mentality will prompt all of us to think more about the health of the business and how each of our actions directly impact the business.

Hopefully people will be asking questions, like:

“How does my contract impact the company?”

“What do we need to do to maintain our success?”

“What are the risks for us as a company?”

“Where could we be saving money?”

“Could this be a new opportunity for us?”

And so on.

Not everyone will have these ideas or feelings of ownership, but just having a few more people think about these questions and talk about them will eventually turn into small wins, which will eventually turn into big wins. But I think we will ultimately perform even better than we expected.

My prediction about this ownership mentality impacting the company is based on my intuition and is also backed by research. According to the National Center for Employee Ownership, NCEO, in general, ESOP companies that practice participative management grow 8 to 11% per year faster than they would have otherwise.

How will the ESOP help our employees?

First, the money is a critical component of support.

The ESOP will be another source of retirement savings and wealth-building for our employees. Each year we will close the books on December 31st and do an independent valuation of the company in the first quarter of the year.

After that, employees will receive a statement showing the price per share, the number of shares they have, and their total ownership value.

Additionally, having the ESOP allows our employees the opportunity to help build a company and share in the real rewards from the increased value of the business. And I think that being involved in that level of the business will be exciting and empowering to many employees.

We will be working on providing more educational sessions that explain the components of how the share price is calculated, how we make profits, what our expense drivers are, and how our current contracts and business development pipeline directly impact the share price. This is another way that we will be involving all of the employees in the conversation about the business aspect of our company.

Additionally, these sessions may give employees a new perspective about how firms in our industry operate in general. And back to the bottom line, which is always important: according to NCEO employees of ESOP-owned companies make 5 to 12% more in wages and had almost three times the retirement assets as workers in similar non-ESOP companies.

According to NCEO, the average ESOP participant receives about $4000 per year in company contributions and has an account balance of about $55,000.

Highlight’s results may vary, but it is my intention to ensure that Highlight’s ESOP contributions are fair and generous.

What are we hoping to achieve with the ESOP?

The ESOP helps to fulfill my long-term vision for the company, which is to develop and sustain a business that provides flexible and rewarding careers for dedicated individuals by delivering outstanding value to our customers.

The ESOP is a key way to help us provide rewarding careers to people, from a financial and emotional perspective. The ESOP is designed to reward people for long-term service and growing the business. I’m hoping that the ESOP will really help with retention, which in turn helps the company perform better in our contracts, as well as strengthen our institutional knowledge and community.

Given the significant financial rewards investing structure of the ESOP, I hope it becomes a reason people think twice before looking for a new job or leaving. We are in such a competitive recruiting environment, and I know people have choices. If the ESOP could entice just a few more people to stay on and be part of our company for just a few more years, that’s a huge value.

I do recognize that people sometimes need to move on, and I do support our employees in their career choices, regardless of where they decide to work.

I want to make Highlight the best, most attractive and rewarding company we can possibly be for employees. And the ESOP is a tool to help us with that.
